President Martin Vizcarra enacted historic Framework Law on Climate Change

Today Peru took a fundamental step on the road to development and assumed a firm commitment to climate change for present and future generations after the President of the Republic, Martin Vizcarra, enacted the Framework Law on Climate Change, which was unanimously approved by the Congress of the Republic on March 15 of this year.

"This Framework Law is the first in South America after the Paris agreement approved in 2016. It will allow us to face Climate Change in a united manner, because a climate responsible country is a country that looks to the future. In this way, Peru assumes a firm climate commitment, joining the efforts of other countries in the world.”said President Martin Vizcarra.

He added that the country cannot ignore that our planet is undergoing changes and that we must take care of our forests, the sea and the Amazon, we must all commit ourselves to this effort. “The objective of this standard is to reduce the country's vulnerability to climate change and take advantage of opportunities for growth with lower carbon emissions. It is also an opportunity for the State to increase the efficiency of public spending and generate investment projects that incorporate climate change into national development planning.”, he said.

The signing of this law took place at the Government Palace during the Executive Gore, with the presence of the President of the Council of Ministers, Cesar Villanueva; the Minister of the Environment, Fabiola Muñoz; regional governors from all over the country; and the president of the Commission of Andean, Amazonian and Afro-Peruvian Peoples, Environment and Ecology of the Congress of the Republic, Marco Arana.

Minister Fabiola Muñoz emphasized that the purpose of the regulation enacted today is to establish the general provisions for the design, implementation and monitoring of public policies on climate change adaptation and greenhouse gas (GHG) reduction.

"We have a megadiverse country, with an extraordinary wealth, and this Law shows us that when we want to work together we can do it, climate change has to unite us. From now on, every time we think about investment we must think about doing it in a sustainable way, we have to work on the planning of what we want, we need a well thought investment to take advantage, for example, of rainwater in the most remote areas, and be able to be a resilient country.”, he said.

He added that this law will strengthen the institutional framework, we will have a high-level commission for climate change issues. In addition, “we will incorporate risk management, we seek to increase the sustainability of investments but we also seek to generate research,” he said.

In a context where 67% of the disasters registered in the country are caused by climate events, the Framework Law on Climate Change will open the doors to new opportunities to be prepared, and will mean savings and a key investment for the country because costs will be avoided due to the impacts of disasters that were prevented.

Among the main features of the Law are the incorporation of climate change into development planning at the three levels of government; the creation of a High Level Commission to implement adaptation and mitigation actions; and the establishment of the Ministry of the Environment (MINAM) as the national authority for climate change management, considering gender, intercultural and intergenerational approaches.

In turn, Congressman Marco Arana pointed out that Peru is the third most vulnerable country in South America to climate change. “Within the framework of the Law, let us seek the welfare of the people and the commitment of the present generation to future generations.”, he emphasized.
