The new National Climate Change Strategy (ENCC) is approved.

Climate change is an increasingly relevant issue among Peruvians, who recognize that for the competitive and sustainable development of our country it is necessary to adopt measures to adapt to the effects of climate change, while at the same time taking advantage of the opportunities associated with the promotion of a low-carbon economy. In this context, a fundamental tool is the National Strategy for Climate Change (ENCC), approved by the Council of Ministers and published today in the Official Gazette El Peruano through Supreme Decree No. 011-2015-MINAM (DS_011-2015-MINAM)

This strategy, which updates the 2003 version (Supreme Decree N° 086-2003-PCM), reflects the Peruvian State's commitment to act against climate change in an integrated, cross-cutting and multisectoral manner, thus complying with Peru's international commitments to the United Nations Framework Convention on Climate Change (UNFCCC) and the United Nations Framework Convention on Climate Change (UNFCCC). United Nations Framework Convention on Climate Change (UNFCCC) and taking into account ongoing efforts to adapt production systems, social services and the population to the effects of climate change.

The State's interest in addressing the issue of climate change is directly linked to the adverse effects that are already beginning to be experienced at the national level, such as the retreat of glaciers and their impact on the availability of water resources, the unusual variation of temperatures in the territory and in the sea, the change in historical rainfall patterns and coastal upwelling, as well as the increase in the intensity and frequency of extreme weather events.

The ENCC identifies two strategic objectives that clearly link climate change response action to the national development process. On the one hand, it seeks to prevent the adverse impacts of climate change by reducing the vulnerability of the economy and society to such impacts, implementing adaptation actions on the appropriate scale and, on the other, to reduce Greenhouse Gas (GHG) emissions, taking advantage of the associated productive transformation opportunities in key sectors such as forestry, energy, transportation, industry and solid waste management. The strategy has been formulated along the lines of the National Policy for the Modernization of Public Administration to 2021 and constitutes an instrument that will guide the actions of the sectors, regions and local governments responsible for the implementation of concrete actions in response to climate change and its effects, seeking to increase the well-being of the population.

The updating of the ENCC, together with the completion of the process of formulating its Intended Nationally Determined Contributions (iNDC) places Peru in a strong position with respect to the discussions aimed at finalizing the global agreement that is expected to be subscribed at the COP21 in Paris, The project also generates clear guidelines for attracting new investments aimed at addressing the issue of climate change, both from international cooperation and from the private sector.
