Introduction

The Decarboost Project - Catalyzing Investments to Decarbonize Latin America and the Caribbeanis sponsored by the International Climate Initiative - IKI, funded by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety - BMU (Germany).

In its three years of implementation (2020-2023), Decarboost will provide evidence to support the creation of enabling conditions for the rapid decarbonization of the economies of Argentina, Brazil and Peru; promoting that financing flows are consistent with resilient, low-carbon development.

Led by SouthSouthNorth (South Africa), it is implemented by CentroClima-Federal University of Rio de Janeiro (Brazil), Fundación Torcuato Di Tella (Argentina), Libélula Comunicación Ambiente y Desarrollo (Peru), and New Climate Institute (Germany). The project operates at two scales: national and international. In Peru, the project has prioritized the theme of Green Recovery.

As part of its activities, the Decarboost project seeks to ensure that energy planning provides basic information for decision-making in the sector, especially to achieve a sustainable energy transition. The development of this planning process must consider the decarbonization process that Peru assumes due to the commitments under the Paris Agreement. This implies including energy transformation and the role of renewable energies, energy efficiency, the role of new and renewable sources, technological development, access to energy, investment guarantees, diversification of sources and/or minimization of negative environmental effects or the resilience of the energy system to changes in the natural environment.   

Therefore, the institution in charge of planning must have tools that allow them to periodically review the prospective scenarios in order to internalize changes in the context, and propose adjustments to the plans in order to achieve the long-term objectives of the energy policy. Currently, the Ministry of Energy and Mines has economic and energy information systems, as well as energy planning models and software. However, the energy planning process needs to be standardized.

In this context, the purpose of this consultancy is to develop specialized studies to formulate a regulation to govern the energy planning process.

Target

The objective is to hire the services of a consulting firm to provide inputs to support Peru's energy transition planning through the formulation of regulations governing the energy planning process with a focus on a low-carbon economy.

Activities to develop

  • Preparation and presentation of the work plan
    • Development of a work plan, which contains the necessary activities for the fulfillment of the established objectives, considering the delivery dates and proposed methodology. Within the proposed methodology, it is necessary to consider the recommendations coming from international experiences, international regulations, and general Peruvian rules and regulations, in order to formulate a regulation in accordance with Peruvian regulations.
  • Definition and standardization of procedures for the energy planning process
    • Review international experience on standards and procedures established by some countries to update national energy plans or similar, according to the objectives of the consultancy, taking into account the energy transition processes being carried out by leading countries in the Latin American region. Priority should be given to countries with a good score in the WEF Energy Transition Index.
    •  Review national regulations and studies related to the energy planning process, such as the legal framework for updating the Electricity Transmission Plan, methodologies for updating energy policies or the formulation of Strategic Sector Plans, Procedures Manuals, among others.
    • Define the agents or interest groups related to the energy planning process, according to their functions and relations with the energy sector.
    • Define the products of the energy planning process, such as objectives, periods, and contents of short, medium and long term plans. Likewise, define their linkage or relationship with the energy policy, roadmaps, strategic plans, energy programs and projects.
    • Define milestones and timelines for each of the stages of the energy planning process, and the periodic updating of its products.
    • Prepare a document containing the report with the results of the previous points, as well as the explanatory memorandum, proposed standard, and memory aid for the national and regional energy planning process.
  • Make partial and/or final presentations of deliverables to project coordinators or others identified by Libélula.

Deliverables

  • The consulting firm will be responsible for delivering the following deliverables:

Profile required

The consulting firm must present a minimum team in its proposal, considering the following specialties:

  1. Regulatory expert: Degree in law or in subjects related to the object of the consultancy. General experience in energy sector consulting and specific experience of at least eight (8) years in regulatory consulting in the energy sector. Experience in the development of regulatory procedures of national scope in the Peruvian energy sector is an asset. The presentation of the following additional support is an asset:
  2. Specialist in the energy sector. Degree in engineering, economics or related areas, with specialization, master or doctorate in related areas. At least 5 years of general experience, 3 years of specific experience in the development of studies related to energy planning. Relevant experience in the development of energy plans. Experience in Latin America and the Caribbean is an asset.

Equipment and coordination spaces at Libélula

  • The contact for coordination of the consultancy will be Natalie Rona, Project Manager or Willy Mak, Analyst.
  • The consulting firm agrees to maintain fluid communication with Libélula and to coordinate progress review meetings or presentations as required, prior coordination.

Duration of the consultancy

The consultancy will have a duration of 45 calendar days for the delivery of the final product, however, an additional 15 days will be considered for obtaining the conformity of the supervisors.

Payment scheme

  • Payments will be made within 15 calendar days following the approval and compliance of the deliverables by Dragonfly of the professional fee receipt or invoice issued by the consultant.
  • In the event that there are observations to the deliverables presented, the term will be counted from the lifting of the same, which will have a period of 10 calendar days. If, in spite of the time period granted, the consultant does not fully comply with the correction, Libélula may terminate the contract.
  • The consultancy will be paid as follows:

Responsibilities of the consulting team

  • Technical approach to the product: The consulting team will be responsible for the adequate planning, scheduling, conduct and technical quality of each of the deliverables.
  • Product quality: The consulting team will be directly responsible for the quality of the services rendered, as well as for compliance with the schedule, timely achievement of the planned goals and adoption of the necessary provisions for the faithful fulfillment of the contract.

Confidentiality

The consultant undertakes to maintain confidentiality and absolute reserve in the handling of information and documentation to which he/she has access related to the service, being expressly forbidden to disclose such information to third parties. The consultant may not disclose to third parties any product of this consultancy, without the express written consent of Decarboost.

This obligation includes information that is delivered, as well as information that is generated during the performance of the activities and information produced after the service has been completed. Such information may consist of maps, drawings, photographs, mosaics, plans, reports, recommendations, documents and other data compiled by the consultant.

Application Instructions

Interested parties must submit their applications by July 31, 2022, which must include:

  • Letter of presentation signed by the institution expressing its interest in assuming the service and committing to comply with the guidelines indicated in the terms of reference and annexes.
  • The technical proposal describing how the Terms of Reference will be addressed.
  • The technical proposal must include:
    • How the result of each of the activities will be achieved;
    • Deadlines for activities and delivery of products;
    • Any teaming or subcontracting arrangements;
    • Personnel and skills;
    • Financial proposal; and
    • Presentation of the consultant team's CV.
