 Background

The Nationally Determined Contributions (NDCs) submitted by Peru under the Paris Agreement are based on its national circumstances and interests. To move towards the implementation of the NDCs, it is crucial that favorable conditions are created to mobilize low-carbon and resilient investment to climate change impacts, avoid long-term investments that leave us "locked in" to unsustainable models, and achieve alignment with the long-term goal of keeping temperature increase below 1.5°C. In this context, it is imperative to identify new policies, standards and measures that serve as the basis for establishing commitments and make them part of a mechanism to increase the ambition of the NDC based on competitive, sustainable and decarbonized investments. 

 

Peru is at a crucial moment to avoid setbacks and accelerate the trend towards carbon neutrality and long-term resilience, as the infrastructure gap still requires large investments. In addition, the context of economic recovery in the face of the COVID 19 crisis also poses a challenge and an opportunity to rethink the way we continue to operate, as individuals, as companies and organizations, and as a country.

 

The project "Enabling Conditions for Investment in the Transition to a Low Carbon Society in Latin American Countries" (hereafter DecarBOOST project), is funded by the Federal Ministry of Environment, Nature Conservation and Nuclear Safety (BMU) and implemented by South South North, Libélula, New Climate Institute, Federal University of Rio de Janeiro/COPPE and the Torcuato di Tella Foundation. It aims to provide the evidence base for policy and standards reform, and to create the enabling conditions that will result in the rapid decarbonization of the economies of three Latin American countries (Peru, Brazil and Argentina) by making financial flows consistent with low-carbon development trajectories. 

 

The project interacts with a range of public and private sector stakeholders through multi-stakeholder dialogues and strategic research, with the objective of facilitating increased mitigation and adaptation ambition, the provision of inputs for the design of effective financial instruments and the development of investment portfolios to advance NDC implementation in the target countries. The different stakeholder groups will benefit from the establishment of a Regional Community of Practice and national dialogues, where experiences, knowledge and climate investment opportunities are exchanged. Libélula is in charge of project implementation in Peru and knowledge management of the entire project at the Latin American and regional level. 

 

Within the framework of the DecarBOOST project, the need is identified for a consultant to develop and follow up on partnerships to involve the private sector in the DecarBoost project through the Nexos+1 platform, at the national level and in the Latin American region.

2. Objective of the service

Develop and manage the 2021 nexos+1 work plan focused on the implementation of events and the establishment of alliances within the framework of the DecarBoost project that will allow the involvement of the national and regional private sector.

3. Activities

  1. Participate in the weekly update and coordination meetings with the DecarBoost project team, in the periodic coordination and board meetings with the nexos+1/LBL team.
  2. Manage the annual budget for the implementation of Decarboost project events and other events proposed for the involvement of the national and regional private sector.
  3. Follow-up on the implementation of the nexos+1 2021 work plan in coordination with those responsible for private sector involvement.
  4. Establish strategic alliances to generate greater reach for the Decarboost project and the nexos+1 platform.
  5. Coordinate the innovation process for the creation of opportunities to increase the reach of the nexos+1 platform at the regional level. 
  6. Coordinate the execution of events and partnerships prioritized in the DecarBoost project and in the framework of the nexos+1 work plan 2021, at two levels: 
    1. For the involvement of stakeholders at the national level:
      1. Review and adjust the annual work plan in coordination with DecarBoost thematic managers.  
      2. Coordinate the execution of at least three events with strategic partners (possible topics: renewable energy, telework, finance) in coordination with the designated DecarBoost specialist for the specific topic, within the framework of the work plan developed by the specialist. 
      3. Produce a report on stakeholder participation/involvement and assessment of each event, and a final aggregated report of all the events held, including the results of the partnerships.
    2. Articulate with possible partner events in which the project can participate (e.g. Peru 2021, through its Climate Action Table), in coordination with the project specialists.
  7. For the involvement of stakeholders at the regional level (Latin America):
    1. Based on the Knowledge Management Strategy of the Decarboost project, and the Knowledge Management Work Plan, review and adjust the annual work plan in coordination with the knowledge management manager.
    2. Include in its annual work plan, the coordination between the knowledge management teams of the Decarboost project, the nexos+1 team and the communications team, in the design, implementation and systematization phases of the events. 
    3. Coordinate the execution of regional events with the DecarBoost knowledge management manager. This includes open webinars under the Annual Investment Forum and closed workshops under the Investment and Climate Community of Practice. The events initially defined for 2020 are:
      1. Trends, scenarios and risks: Wednesday, June 30
      2. Investment Opportunities: Tuesday, August 31
      3. Financial Instruments and Schemes: Thursday, September 30
      4. Transformation Routes: Tuesday, November 30
    4. Coordinate the execution of other nexos+1 events, and carry out the necessary alliances that allow Decarboost and nexos+1 to maximize the involvement of the private sector. 
    5. Together with the knowledge management team, prepare reports on stakeholder participation/involvement and assessment for each event.
    6. Prepare a final report on opportunities, lessons learned and recommendations for engaging the private sector in Latin America, in coordination with the knowledge management coordinator in charge of managing the databases and stakeholder mapping. This report includes an analysis of stakeholder participation/involvement in all partnership events and outcomes.

5. Qualifications and Experience

  • Knowledge and experience in stakeholder engagement processes related to the national and regional private sector. 
  • Experience in establishing and managing alliances in the region.
  • Ability to manage the coordination of diverse topics and with various stakeholders in the framework of the execution of thematic events.
  • Excellent oral and written communication skills.
  • Fluent oral and written English.

6. Planned coordination spaces

In order to maintain constant communication, weekly meetings will be held, as well as periodic coordination and board meetings with the nexos+1/LBL team, where progress will be presented and adjustments will be made as necessary. The consultant will coordinate with the following people for each topic:
