Call for proposals: "Consultancy to provide technical assistance in the development of a climate change financing strategy".

DecarBOOST
Background
The DecarBOOST Project - Catalyzing Investments to Decarbonize Latin America and the Caribbeane, is sponsored by the International Climate Initiative - IKI, funded by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety - BMU (Germany). In its three years of implementation (2020-2023), Decarboost will provide evidence to support the creation of enabling conditions for the rapid decarbonization of the economies of Argentina, Brazil and Peru; promoting that financing flows are consistent with low-carbon development. Led by SouthSouthNorth (South Africa), it is implemented by CentroClima-Federal University of Rio de Janeiro (Brazil), Fundación Torcuato Di Tella (Argentina), Libélula Comunicación Ambiente y Desarrollo (Peru), and New Climate Institute (Germany).
The project operates at two scales: national and international. In Peru, the project has prioritized the theme of Green Recovery. This is defined as an economic recovery in the context of climate change that takes the lessons learned from the crisis generated by the Covid19 pandemic to reduce emissions and promotes actions to decarbonize the economy and to achieve national and international climate objectives. This green recovery drives a just transition that energizes the economy, promotes job creation and increases resilience, particularly for the most vulnerable sectors.
Through Supreme Decree N°058-2016-RE, Peru ratifies the Paris Agreement and assumes the commitment to submit, update and implement its Nationally Determined Contributions (NDCs), submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in September 2015. The NDCs are then the targets that each country has set itself to reduce its GHG emissions and adapt to climate change in order to achieve the international goals of stabilizing global temperature by 2030. In order to initiate activities to comply with the NDCs, on July 20, 2016, by Supreme Resolution No. 005-2016-MINAM, a temporary Multisectoral Working Group was created to generate technical information to guide the implementation of the Nationally Determined Contributions (GTM-NDC), which presented its Final Report in December 2018. On the other hand, the Framework Law on Climate Change, published on April 18, 2018, and its respective Regulation, offer the opportunity for government sectors, regional governments and local governments to incorporate climate change mitigation and adaptation actions in their management instruments.
The Climate Change Measures Financing Strategy is part of the National Competitiveness and Productivity Plan (PNCP), published on July 28, 2019 through Supreme Decree N 237-2019-EF, specifically it is Policy Measure 9.1 under the ninth priority objective (Promote environmental sustainability in the operation of economic activities). The financing strategy will contribute to the implementation of adaptation and mitigation measures for the achievement of the Nationally Determined Contributions (NDCs), and which represent actions that contribute to resilient and low-carbon development.
The DECARBOOST project seeks to explore barriers, regulatory proposals, financial mechanisms and propose new investment opportunities that will allow the country to move towards decarbonization in the medium and long term, while taking advantage of the opportunities offered by the context of economic recommendation. This work seeks to be closely coordinated with MINAM in order to influence the most relevant climate policy processes, such as the construction of the national climate change financing strategy.
In this regard, the purpose of this consultancy is to hire a professional to support MINAM in the preparation of a proposed document for the financing strategy for climate change adaptation and mitigation measures, considering the green recovery approach and the need to align ourselves as a country with a long-term vision of decarbonization and climate resilience.
Objective of the consultancy
Support MINAM's General Directorate of Climate Change and Desertification in the preparation of a proposed document for the Climate Change Financing Strategy.
Profile required
The professional or service team must meet the following minimum requirements:
Professional in economics, social sciences or related careers, with a master's degree or equivalent specialization studies.
- Studies in strategic planning, circular economy, environmental economics, public policy or related fields.
- Minimum work experience of seven (07) years in the public and/or private sector related to climate change and/or environmental and natural resources economics.
- Minimum work experience of four (04) years related to environmental or climate finance.
- Knowledge of environmental regulations and institutions, specifically those related to climate change.
- Leadership, management and coordination skills.
- Excellent communication skills at all levels.
Activities
- First phase - diagnosis of existing information and generation of the annotated index
- Review of existing inputs on elements of the Financing Strategy document progress - Current draft of the strategy with MEF comments, draft sectoral strategy documents (energy and agriculture), concept notes of NDC-related programs and projects including financial analysis, draft National Climate Change Strategy (or existing inputs for its preparation), NDC-related documents, National Adaptation Plan, among others.
- Review of relevant bibliography for the elaboration of the Financing Strategy (paper on financing strategies of other Latin American countries - GestionCC, legal framework on climate change and the financing strategy).
- Conduct interviews with at least 4 national and international experts who have been involved in the construction of national climate finance strategies.
- Development of an annotated index for the climate change financing strategy.
- Second phase - development of the draft strategy document for financing adaptation and mitigation measures
- Drafting of the Financing Strategy, aligning the different elements that comprise it, in coordination with the DGCCD. This work includes elements of drafting and information analysis, as well as proposals on the content and structure of the text.
- Hold meetings with the DGCCD to discuss progress and coordinate the steps to be followed in the preparation of the document.
- Presentation of document advances to relevant stakeholders for the proposal preparation and socialization process, during two virtual workshops (one with technical experts and the other with representatives of regions and sectors) convened by the DGCCD, as well as other consultation processes with relevant stakeholders organized by the DGCCD.
- Support the gathering of comments and contributions received from relevant stakeholders.
- Prepare a short document (10-20 pages) based on the work carried out, to serve as input for the Peruvian delegation's participation in COP 27, detailing the content and process of the strategy, as well as the opportunities and challenges that arise for the design of financing strategies for climate change measures.

The consultant will be responsible for delivering the following deliverables:
Duration
The consultancy will have a duration of 5 months for the delivery of the final product; however, an additional 15 days will be considered for obtaining the conformity of the supervisors, subject to the technical opinion of the DGCCD of MINAM.
Consultant's Responsibilities
- Technical approach to the product: The consultant will be responsible for the adequate planning, programming, management and technical quality of each of the products.
- Product quality: The consultant shall be directly responsible for the quality of the services rendered, as well as for compliance with the schedule, timely achievement of the planned goals and adoption of the necessary provisions for the faithful performance of the contract.
Confidentiality
The consultant undertakes to maintain confidentiality and absolute reserve in the handling of information and documentation to which he/she has access related to the service, and it is expressly forbidden to disclose such information to third parties.
This obligation includes information that is delivered, as well as information generated during the performance of the activities and information produced after completion of the service. Such information may consist of maps, drawings, photographs, mosaics, plans, reports, recommendations, documents and other data compiled by the consultant.
