The webinar was held on Wednesday, December 7: COP22: What were the results of the negotiations for Latin America? Ask the experts<\/strong>. The virtual meeting featured presentations by Alejandro Moreno, coordinator of the Program. EUROCLIMA<\/a><\/strong> from UNEP<\/a><\/strong>Andrea Meza, group negotiator AILAC<\/a><\/strong> and Director of Climate Change of the Ministry of Environment and Energy of Costa Rica<\/a><\/strong>and Tania Guill\u00e9n, a researcher at the German Climate Service Center<\/strong> and part of the Climate Finance Group for Latin America and the Caribbean<\/a><\/strong>.<\/p>\n

The webinar was organized by UNEP<\/a><\/strong>, Conexi\u00f3nCOP<\/a><\/strong> y LatinClima<\/a><\/strong> stressed that one of the most important issues of the Paris Agreement<\/a>which entered into force on November 4, is to establish guidelines for the implementation of the nationally determined contributions, as well as to ensure a strengthened transparency framework that allows for a better understanding of emission reductions.<\/p>\n

Alejandro Moreno highlighted three important outcomes of COP22, which will enable the Paris Agreement to move forward.<\/p>\n

    \n
  1. The entry into force of the Paris Agreement and the procedures necessary for its implementation.<\/li>\n
  2. The 1st session of the Conference of the Parties that have ratified the Paris Agreement (CMA1).<\/li>\n
  3. The Marrakech Proclamation for Action<\/a>.<\/li>\n<\/ol>\n

    In turn, the specialist said that the current challenge facing the global problem is not the lack of funds but attracting financing. He pointed out that 1.5 trillion dollars are needed annually for adaptation and mitigation.<\/p>\n

    Andrea Meza emphasized that the AILAC negotiating group had at COP22 and its priority is to consolidate the mechanism of ambition in the contributions of each country and at the same time advance in the discussions of the rules manual regarding the efficiency of their respective means of implementation (financing, technology and capacity building), and adaptation to the effects of climate change.<\/p>\n

    He also noted that 12 Latin American countries have not yet ratified the Agreement (including Colombia, Chile and Guatemala, although the latter will deposit its instrument any day now).<\/p>\n

    Regarding the progress made on adaptation in Marrakech, Tania Guill\u00e9n explained that it was established that the Adaptation Fund will serve the Paris Agreement. She also indicated that the costs for adaptation will vary between 140 billion dollars and 300 billion dollars by 2030. Finally, she reiterated that there is still work to be done to achieve adequate financing for adaptation, which continues to be out of balance with mitigation.<\/p>\n
