The Governance Lab brought together 14 regional, provincial, and district candidates to review evidence on recycling and weigh in on specific decisions within their areas of jurisdiction. The exercise yielded 48 affirmative responses and identified 45 priorities for initiating or implementing public policies on solid waste during their first 100 days in office.\u00a0<\/b><\/p>

Arequipa, September 16, 2026. <\/b>The 14 candidates who participated in the <\/span>Government Lab <\/b>from <\/span>Recycling Pact \u2013 AQP Vision 2030 <\/b>They joined the initiative after evaluating specific measures to promote recycling at the regional, provincial, and district levels.\u00a0<\/span><\/p>

Unlike a general statement, each candidate was able to indicate, for each proposal put forward, whether they would support it, whether it required further evaluation, or whether they would not support it; and to also indicate which ones they considered priorities to initiate or implement during their first 100 days. In total, there were <\/span>48 affirmative decisions <\/b>and were prioritized <\/span>45 policies to support local solid waste management.\u00a0<\/b><\/p>

The meeting took as its starting point the <\/span>AQP Vision 2030<\/b>, which proposes moving forward from around the <\/span>2% to 13% <\/b>of recovered waste by 2030, which would allow for the recovery of more than <\/span>37,000 metric tons <\/b>additional ones per year.\u00a0<\/span><\/p>

\u201cAfter working directly on these issues and finding concrete evidence, the next step is to ensure that this evidence reaches those who will have the power to make decisions in the coming years,\u201d he said <\/span>Milagros Bernales<\/b>, manager of TechnoServe's Arequipa Green Jobs project.\u00a0<\/span><\/p>

\u201cThe issue isn\u2019t just how much it costs us to clean up. The issue is how much value we\u2019re failing to capitalize on in Arequipa,\u201d he said <\/span>Leopoldo Macera<\/b>, co-founder of Lib\u00e9lula. \u201cThat value can generate economic growth, jobs, and better opportunities for people working in the recycling sector.\u201d.\u00a0<\/span><\/p>

Results by Level of Government\u00a0<\/b><\/p>

At the level <\/span>regional<\/b>, the three participating candidates stated that they would promote the three proposed measures: adopting the 13% as a regional benchmark, mobilizing resources and cooperation, and supporting Arequipa in the progressive adoption of the National Circular Economy Roadmap. All of these were also identified as 100-day priorities.\u00a0<\/span><\/p>

At the level <\/span>provincial<\/b>, the candidates agreed on updating the provincial recycling framework. On the other three measures, there were differing positions regarding enforcement, information on resource recovery, and reducing the amount of recyclable waste sent to landfills.\u00a0<\/span><\/p>

At the level <\/span>district<\/b>, there was broad agreement on strengthening oversight, integrating and empowering large waste generators\u2014such as markets, condominiums, businesses, and institutions\u2014and securing funding to support waste recovery activities. Eight out of nine responses also supported updating the rules for waste separation and selective collection.<\/span><\/p>

From Evidence to Decisions\u00a0<\/b><\/p>

The proposals discussed are based on an assessment of the Arequipa Green Jobs project, which systematized <\/span>92 findings <\/b>identified in <\/span>seven municipal entities <\/b>of the 18 municipalities that have the Recicla Program; these cover issues related to regulations, budgeting, operations, oversight, the market, information, and coordination.\u00a0<\/span><\/p>

The Laboratory sought to translate that evidence into decisions tailored to specific areas of responsibility: the Regional Government provides the framework, the Provincial Municipality coordinates, and the districts carry out the work on the ground.\u00a0<\/span><\/p>

The Pact remains open<\/b><\/p>

The Recycling Pact \u2013 AQP 2030 Vision remains open to regional, provincial, and district entities that wish to join and outline the specific decisions they would promote, within their respective jurisdictions, to advance toward Arequipa\u2019s recycling goal. Applications may be submitted through Wednesday, September 30, via<\/span> tinyurl.com\/PactoReciclaje<\/span><\/a>.<\/span><\/p>

At the same time, the Pact is entering a new phase aimed at gradually bringing on board companies, universities, trade associations, waste picker organizations, financial institutions, and other stakeholders in the supply chain. Each will be able to contribute based on their distinct capabilities and responsibilities\u2014market, financing, knowledge, operations, coordination, or communication\u2014to translate the AQP 2030 Vision into concrete actions that promote more recycling and better opportunities in Arequipa.<\/span><\/p>

After the elections, the Pact will seek to work with the elected officials to revisit the decisions and priorities identified during the Governance Lab and connect them with this network of stakeholders, so that the commitments made can gradually be translated into verifiable actions and results.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
