The project operates at two scales: national and international. In Peru, the project has prioritized the theme of Green Recovery.<\/span><\/p><p><span style=\"font-weight: 400;\">As part of its activities, the Decarboost project has been analyzing the feasibility of implementing carbon pricing in Peru, analyzing different barriers, opportunities and implementation scenarios. In this sense, one of the components of interest of the project is the analysis of the internal carbon price as a tool for environmental management in companies. The starting point of this tool is the measurement and incorporation of the price of GHG emissions in the company's operations, either implicitly or explicitly. In Peru, an important milestone was the creation of the Carbon Footprint Peru platform of the Ministry of Environment (HC-Peru), which facilitates and promotes companies to carry out actions to measure, reduce and offset their emissions. In this context, the purpose of this consultancy is to analyze and develop recommendations for strengthening the Carbon Footprint Peru platform in its work to promote companies in their measurement, reduction and compensation of operational GHG emissions.<\/span><\/p><p><b>Target<\/b><\/p><p><span style=\"font-weight: 400;\">The objective is to hire the services of a consultant or consulting firm to provide inputs to strengthen the operation of the Peru Carbon Footprint Tool (HC-Peru), analyzing the current status of the participation of companies and sectors, particularly in the acquisition of the second, third and fourth level of recognition, and formulating proposals for improvement to increase and facilitate greater participation of organizations in the HC-Peru.<\/span><\/p><p><b>Activities to develop<\/b><\/p><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Develop a work plan, including activities, schedule of interviews, meetings, deliverables and deadlines.<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Conduct a barrier analysis on the reasons why companies are not participating in the levels of recognition of verification, reduction and compensation of Peru's Carbon Footprint. It is also proposed to contact at least 12 companies to collect information, considering their participation in HC-Peru and size (large, medium and small).<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Conduct an analysis of the current cost of calculating GHG emissions, as well as their verification, reduction and GHG offsets. It is suggested, if possible, to contact at least 3 verification companies and 3 carbon credit projects.<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Develop a database containing at least 25 mitigation project proposals for private companies, showing emissions reductions, necessary investment and profitability, according to company size and sector, with special emphasis on mining, textile, commercial, banking and power generation companies.<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Analyze the barriers, opportunities and national and international regulatory-institutional framework surrounding the mandatory reporting of GHG emissions and propose the enabling conditions for its implementation at the national level.<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Develop a proposal for regulatory improvements to RM N\u00b0 185-2021-MINAM, which approves the Guide for the Operation of the HC-Peru, for obtaining recognition levels, so as to increase the participation of companies in the verification, reduction and\/or offsetting of their GHG emissions, with emphasis on the third and fourth level of recognition. These improvements should be defined according to economic activity, size and\/or level of GHG emissions.<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Develop content for inclusion in the HC-Peru Technical Guide, considering: i) a guide recommending the internal organization that a company should have to manage its carbon footprint; ii) a guide on the planning and monitoring of GHG mitigation actions to be implemented by the company.<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Conduct meetings or interviews with relevant stakeholders to incorporate relevant information to each of the products.<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Hold periodic meetings with the project coordinators to follow up on the progress of deliverables and answer questions.<\/span><\/li><\/ul><ul><li aria-level=\"2\"><span style=\"font-weight: 400;\">Make partial and\/or final presentations of deliverables to project coordinators or others identified by Lib\u00e9lula.<\/span><\/li><\/ul><p>\u00a0<\/p><p><b>Deliverables<\/b><\/p><ul><li aria-level=\"2\"><p><span style=\"font-weight: 400;\">The consultant will be responsible for delivering the following deliverables:<\/span><\/p><\/li><\/ul><ol><li style=\"list-style-type: none;\">\u00a0<\/li><\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ba38368 elementor-widget elementor-widget-text-editor\" data-id=\"ba38368\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Profile required<\/b><\/p><p><span style=\"font-weight: 400;\">The call is addressed to natural or legal persons. The professional or service team must meet the following minimum requirements:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Professional with a degree in Social Sciences, Environmental Sciences, Engineering or related fields.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Preferably, with postgraduate studies and\/or specialization in environmental management and\/or, management or formulation of public or private projects.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Good command of Excel and qualitative data processing.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Minimum working experience in the public and\/or private sector of 5 years.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Experience working with GHG emissions estimation and\/or Carbon Footprint Peru.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Availability to work remotely and conduct virtual meetings.<\/span><\/li><\/ul><p>\u00a0<\/p><p><b>Equipment and coordination spaces at Lib\u00e9lula<\/b><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The contact for coordination of the consultancy will be Natalie Rona, Project Manager or Willy Mak, Analyst.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The consultant agrees to maintain fluid communication with Lib\u00e9lula and to coordinate progress review meetings or presentations as required, subject to prior coordination.<\/span><\/li><\/ul><p>\u00a0<\/p><p><b>Duration of the consultancy<\/b><\/p><p>The consultancy will have a duration of 90 calendar days for the delivery of the final product, however, an additional 15 days will be considered for obtaining the conformity of the supervisors.<br \/><b><\/b><\/p><p>\u00a0<\/p><p><b>Payment scheme<\/b><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Payments will be made within 15 calendar days following the approval and compliance of the deliverables by Dragonfly of the professional fee receipt or invoice issued by the consultant.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In the event that there are observations to the deliverables presented, the term will be counted from the lifting of the same, which will have a period of 10 calendar days. If, in spite of the time period granted, the consultant does not fully comply with the correction, Lib\u00e9lula may terminate the contract.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The consultancy will be paid as follows:<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-de077f9 elementor-widget elementor-widget-text-editor\" data-id=\"de077f9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<b>Responsibilities of the consulting team<\/b>\n<span>\n<ul>\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Technical approach to the product:<\/b><span style=\"font-weight: 400;\"> The consulting team will be responsible for the adequate planning, scheduling, conduct and technical quality of each of the deliverables.<\/span><\/li>\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Product quality:<\/b><span style=\"font-weight: 400;\"> The consulting team will be directly responsible for the quality of the services rendered, as well as for compliance with the schedule, timely achievement of the planned goals and adoption of the necessary provisions for the faithful fulfillment of the contract.<\/span><\/li>\n<\/ul>\n<\/span>\n\n<br>\n\n<b>Confidentiality<\/b><br>\n<span>\nThe consultant undertakes to maintain confidentiality and absolute reserve in the handling of information and documentation to which he\/she has access related to the service, and it is expressly forbidden to disclose such information to third parties.\n<\/span>\n<span style=\"font-weight: 400;\">This obligation includes information that is delivered, as well as information that is generated during the performance of the activities and information produced after the service has been completed.
