Background<\/b><\/p>

The <\/span>DecarBOOST Project - Catalyzing Investments to Decarbonize Latin America and the Caribbean<\/span><\/i>e, is sponsored by the International Climate Initiative - IKI, funded by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety - BMU (Germany). In its three years of implementation (2020-2023), Decarboost will provide evidence to support the creation of enabling conditions for the rapid decarbonization of the economies of Argentina, Brazil and Peru; promoting that financing flows are consistent with low-carbon development. Led by SouthSouthNorth (South Africa), it is implemented by CentroClima-Federal University of Rio de Janeiro (Brazil), Fundaci\u00f3n Torcuato Di Tella (Argentina), Lib\u00e9lula Comunicaci\u00f3n Ambiente y Desarrollo (Peru), and New Climate Institute (Germany).\u00a0<\/span><\/p>

The project operates at two scales: national and international. In Peru, the project has prioritized the theme of Green Recovery. This is defined as an economic recovery in the context of climate change that takes the lessons learned from the crisis generated by the Covid19 pandemic to reduce emissions and promotes actions to decarbonize the economy and to achieve national and international climate objectives. This green recovery drives a just transition that energizes the economy, promotes job creation and increases resilience, particularly for the most vulnerable sectors.\u00a0<\/span><\/p>

Through Supreme Decree N\u00b0058-2016-RE, Peru ratifies the Paris Agreement and assumes the commitment to submit, update and implement its Nationally Determined Contributions (NDCs), submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in September 2015. The NDCs are then the targets that each country has set itself to reduce its GHG emissions and adapt to climate change in order to achieve the international goals of stabilizing global temperature by 2030. In order to initiate activities to comply with the NDCs, on July 20, 2016, by Supreme Resolution No. 005-2016-MINAM, a temporary Multisectoral Working Group was created to generate technical information to guide the implementation of the Nationally Determined Contributions (GTM-NDC), which presented its Final Report in December 2018. On the other hand, the Framework Law on Climate Change, published on April 18, 2018, and its respective Regulation, offer the opportunity for government sectors, regional governments and local governments to incorporate climate change mitigation and adaptation actions in their management instruments.<\/span><\/p>

The Climate Change Measures Financing Strategy is part of the National Competitiveness and Productivity Plan (PNCP), published on July 28, 2019 through Supreme Decree N 237-2019-EF, specifically it is Policy Measure 9.1 under the ninth priority objective (Promote environmental sustainability in the operation of economic activities). The financing strategy will contribute to the implementation of adaptation and mitigation measures for the achievement of the Nationally Determined Contributions (NDCs), and which represent actions that contribute to resilient and low-carbon development.<\/span><\/p>

The DECARBOOST project seeks to explore barriers, regulatory proposals, financial mechanisms and propose new investment opportunities that will allow the country to move towards decarbonization in the medium and long term, while taking advantage of the opportunities offered by the context of economic recommendation. This work seeks to be closely coordinated with MINAM in order to influence the most relevant climate policy processes, such as the construction of the national climate change financing strategy.\u00a0<\/span><\/p>

In this regard, the purpose of this consultancy is to hire a professional to support MINAM in the preparation of a proposed document for the financing strategy for climate change adaptation and mitigation measures, considering the green recovery approach and the need to align ourselves as a country with a long-term vision of decarbonization and climate resilience.<\/span><\/p>
