  • Developing countries and non-state actors (citizens, companies and NGOs) have created a more favorable environment for negotiations in Bonn.
  • Progress has been made in forest protection and pre-2020 actions.

Last week saw the culmination of the Bonn Climate Conference, which has allowed the 195 countries of the United Nations Framework Convention on Climate Change to have greater certainty about the negotiations, so that at COP21, to be held from November 31 to December 11 in France, a global agreement can be reached to reduce Greenhouse Gases (GHG) and counteract the negative effects of climate change.

The conference held in Bonn is part of a series of events that will take place this year, allowing negotiators to work towards a more precise negotiation during the Paris summit and to reach a consensus in which all parties agree on the way in which climate change will be tackled globally.

What happened in the Bonn negotiations?

The Working Group of the Durban Platform for Enhanced Action (ADP), which is in charge of achieving the negotiating text that will become the new agreement that will govern from 2020 onwards, made some progress in Bonn.

Christiana Figueres, secretary of the United Nations Framework Convention on Climate Change (UNFCCC), said during the closing ceremony of the conference in Bonn that although the results are not evident, the two weeks of work have meant a breakthrough, given that governments and non-state actors (citizens, companies, NGOs) are accelerating the transformation of the negotiating document.

Tania Guillén, from Humbolt Center held in the portal ConexiónCOP that in Bonn it has been identified that there is greater confidence in solving the problems that the text of the agreement may have, and above all, it is now felt that the positions of the various countries can be taken into consideration, a situation that was previously unthinkable, given that there were comments on the lack of consideration given to developing countries.

Another important result in Bonn was that in the program REDD+The countries agreed to implement technical aspects on the reduction of emissions from forests and discussed the care that the forestry sector must take to help reduce global warming. Countries must now only implement actions for the protection of forests worldwide.

In Bonn, it was also agreed to move forward on the activities needed to strengthen the pre-2020 session, in which countries discuss ways to address climate change before 2020, when the new global agreement is expected to come into force.
