Ministry of Environment launches sector proposal for the short, medium and long term
- The Ministry of Environment (MINAM) launched the sectoral plan 'Environment in Action'.
- This is an initiative that packages the organization and coordination of the seven agencies attached to MINAM into six components.
During an event held on Friday, April 25 at the Westin Hotel (Lima-Peru), the Minister of the Environment, Manuel Pulgar-Vidal, indicated that one of the main objectives of 'Environment in Action' is to achieve greater representation of environmental issues in the eyes of the public, as well as in the eyes of the various sectors of government and the economy.
Proof of the multisectoral impact of the proposal was the presence at the event of the current Minister of Foreign Trade and Tourism of Peru, Magali Silva Velarde-Alvarez, and the Minister of Energy and Mines, Rosa Maria Ortiz, former head of the National Environmental Certification Service for Sustainable Investments (Senace) and former president of Petro-Peru.
The launching of 'Environment in Action' was tinged with an atmosphere of celebration and continuity. The Ministry of Environment is seven years old and it is 10 years since the enactment of the General Environmental Law. Minister Pulgar-Vidal recalled that it was in the same room of the Westin Hotel where COP20 Lima was launched a year ago, where something new is being launched today: 'Environment in Action'.
Eliminating uncertainties
Among the firsts of environmental management this year announced by Pulgar-Vidal is the objective of creating the Natural Protected Area of the Sub Tropical Pacific. "El Ñuro', 'Islas Foca', 'Punta Sal' and the 'Banco de Máncora', great representatives of Peru's environmental diversity, should be worked on" mentioned the Minister.
On the other hand, as an example of how the efforts of his cabinet seek to eliminate the uncertainty that the determination of protected areas can cause in the productive sector, he mentioned the project to convert the Sierra del Divisor Reserve into a National Protected Area (NPA). "Sierra del Divisor is an example of dialogue and consultation because there has been dialogue with the Energy and Mines sector and companies that have links for hydrocarbon extraction and all have agreed to create a protected area on the border with Brazil," said Pulgar-Vidal.
The following are the main actions of 'Ambiente en Acción':

PCleaner. Actions to ensure the environmental quality of the country's cities and monitor compliance with the standards that allow us to live in sustainable cities. Outstanding actions:
- Acquisition of motor vehicles, 118 compactor trucks, vans, 31 dump trucks, 20 landfill compactors, among other vehicles.
- Construction of 8 of the 31 sanitary landfills in Huamanga, Oxapampa, Bagua, San Juan Bautista, Pozuzo, Yauyos, Chancay and Andahuaylas.
- Creation and institutional development of 28 municipal solid waste management units.
- Implementation of good environmental practices related to municipal solid waste in 28 cities in Peru.
- Supervise for 2015 the 195 provincial municipalities nationwide in order to evaluate their solid waste management and management functions, as was done in 2014.
Peru Climate Commitment. Actions to mitigate and adapt to climate change, and capitalize on the achievements of COP20 towards building a climate responsible country. Actions highlighted:
- Implementation of the National Training Plan for Climate Change Management in 5 regions.
- InterCLIMA 2015: "Forests and Climate Change" (October 28 to 30)
- Projection of greenhouse gas emissions and determination of mitigation potential to 2030 in five prioritized sectors: energy, transportation, land use, agriculture and solid waste.
- Create a National Platform for Sustainable Cities and Climate Change through pilot cases.
Peru, country of Forests. Actions against deforestation and the well-being of communities. The goal is to ensure that forests generate income through their goods and services for the benefit of the population. Outstanding actions:
- OEFA has scheduled 10 supervisions to 5 regional governments, which have environmental oversight functions with respect to activities that impact forests.
- Participatory preparation of the National Forest and Climate Change Strategy. To this end, 5 macro-regional workshops and 5 regional workshops will be held (including 23 regions of the country).
- REDD Projects: Commercialization of 400,000 carbon credits sold in the voluntary market in forests within Amazonian NPAs that will contribute to their sustainability.
- Establish monitoring, reporting and assurance of REDD+ safeguards.
Peru Vigilante. Resolute enforcement actions to reduce pollution and strengthen environmental institutions at all levels of government. Outstanding actions:
- Carry out the #NoMásMineríaIlegal campaign, which has already begun environmental remediation work in the four basins of Loreto.
- Coordinate the completion of the immediate attention measures of the Environmental Emergencies in force.
- Carry out close to 1,000 environmental quality assessment actions, including comprehensive environmental assessments, participatory and non-participatory environmental monitoring, and actions to identify environmental liabilities in the hydrocarbons subsector.
- Carry out supervisory actions during 2015, close to 5000 direct supervisions to managers of the sectors and sub-sectors, mining, hydrocarbons, electricity, fishing and industry. And about 1000 supervisions to entities at national, regional and local level.
Peru Natural. Actions to conserve and enhance our biodiversity, promoting the sustainable use of natural resources. Outstanding actions:
- Approval of 18 Master Plans, with emphasis on National Protected Areas
- The Competitiveness Project will be launched: 50 production units have been established and are competing for funding from the Program's resources and 5 eco-business plans that promote the use of clean technologies (mercury-free mining) are being implemented (AGROIDEAS and other operators of competitive resources).
- OFEA has programmed 43 surveillance and monitoring actions of Living Modifying Organisms (LMOs) in commercial establishments of agricultural inputs and crop fields for 2015.
Peru with sustainable growth. Actions that give value to our environmental wealth to protect and ensure that investments are made in a sustainable manner. Actions highlighted:
- Manage the Registry of Environmental Certificates for mining, energy and transportation.
- Elaboration of the EIA-d Evaluation Manual under the competence of SENACE.
- Implementation of the Environmental Certification Single Window.
- Approval and publication of "9 technical procedure guides for specialized studies that guide the preparation of Specialized Studies that complement the Ecological and Economic Zoning as part of the Land Use Planning process.
- Conducting a disaster risk scenario study for 5 cities in the country in the regions of Ayacucho, Cuzco, Piura, Tacna, which will serve as input for the ZEE at the local level for the respective localities.
