Highlights of the Climate Change and Environmental Governance Debate
On July 28, Peru will have a new President of the Republic who will have to assume compliance with international agreements on climate change. In order to inform the public on how the next government will meet the country's climate objectives, the Debate on Climate Change and Environmental Governance was held on Tuesday, May 24 at the Law School of the Catholic University of Peru (PUCP).
The organization team of this event invited the representatives of the technical teams of Peruanos Por el Kambio (PPK) and Fuerza Popular. It should be noted that the latter did not attend the event, which is why its proposal was not made known during the debate. The purpose of the debate was to see the environmental proposals of the candidates. Below we detail the proposals on climate change.
César Ipenza led the technical group of PPK's party and was supported by experts Rocío Valdeavellano (Environmental Institutionalism block), Patricia Fernández-Dávila (Forest Governance and Priority Ecosystems block) and Ernesto Ráez (Extractive Activities block) to answer the panel's questions.
According to César Ipenza, the government plan of the candidate Pedro Pablo Kuczynski has the goal of reducing greenhouse gas emissions in the forestry sector by 47.5%. Additionally, he plans to increase the coverage of the National Forest Conservation Program (PNCB), to achieve the conservation of 54 million hectares of forests.
The party representative also stated that the candidate is committed to sign and make all necessary efforts to comply with the Paris Agreement on climate change - an agreement approved in December last year by 195 countries, including Peru.
The approval of the Framework Law on Climate Change was proposed within the first 100 days of an eventual PPK government, with the purpose of transitioning to an economy with low greenhouse gas emissions, as well as the creation of the National Climate Change System.
Existing Natural Protected Areas would be consolidated. The party also proposes to make private investment compatible by raising and enforcing environmental and social standards.
As stated by César Ipenza, PPK also proposes the creation of a climate change monitoring system, a tool through which the authorities could make the appropriate decisions in environmental matters. In addition, the creation of a Ministry of Support to the Regions is contemplated, which would have the mission of strengthening the environmental institutional framework.
