Climate Management: climate change management across all sectors and levels of government
Renewing the country's climate commitment, the Ministry of Environment (Minam) presented today the initiative called GestiónClima, which contributes to concerted action to incorporate the climate change condition in public, multi-sector and multi-level management, with a view to a low-carbon and climate-resilient development.
The presentation was attended by the Minister of the Environment, Manuel Pulgar-Vidal; the Swiss Ambassador to Peru, Hans Ruedi Borti; and the Vice-Minister of Strategic Development of Natural Resources of Minam, Gabriel Quijandría. The authorities agreed that GestiónClima will bring together the set of political actions, strategies, regulations and governmental coordination mechanisms aimed at implementing national climate change objectives.
The Minister of the Environment also pointed out that GestiónClima responds to the Guidelines for the Integrated Management of Climate Change, approved by RM N° 090-2016 to strengthen the public-private and civil society consultation process. “GestiónClima opens a path towards sustainability, competitiveness, low-carbon development and resilience. To this end, it will be implemented gradually within the framework of national policies and will have strategic, coordination, financial and monitoring functions to contribute directly to the integrated management of climate change."he said.
Subsequently, Gabriel Quijandría presented the Climate Change Management Support Project, which contributes to build, in its first phase, the management model for the implementation ofGestiónClima. The vice minister indicated that the climate change condition must be present in the planning and decision-making processes of public policies. “The expected results of the first phase of the Support Project are oriented to the development of a proven management model, influencing critical processes to obtain an ongoing process with all stakeholders strengthened.”, he emphasized.
In turn, the Swiss Ambassador said that the Swiss Cooperation has contributed $ 3 million for this first phase of the Support Project. “We are convinced that Peru can be a more inclusive, sustainable and prosperous country. That is why we cooperate in a decisive manner in the face of the challenges and opportunities that climate change poses today,” he said.
It is important to point out that although this Support Project will focus on water in Arequipa and forests in Ucayali, the GestiónClima initiative will promote coordination with other projects or other sources of financing and/or cooperation that will contribute to its development. “The goal of public policies in Peru must be a decarbonized and resilient economy, therefore GestiónClima must be a State initiative and not a Government one, so that the next administration continues with these efforts towards a bicentennial plan that takes into account the challenge of climate change.”Minister Pulgar-Vidal emphasized in this regard.
