Integrated Climate Change Management Guidelines Approved

The Peruvian government has just taken an unprecedented step in the fight against climate change with the approval today of the “Guidelines for the Integrated Management of Climate Change”. With this action it expresses its firm commitment to forge a country with a low-carbon and climate-resilient economy, and to contribute to global efforts not to exceed two degrees Celsius of global average temperature by the year 2100, in line with the Sustainable Development Goals.

The approved guidelines strengthen the process of multi-sectoral and multi-level coordination between the public and private sectors and civil society. In this way, they facilitate the design, formulation and implementation of measures to reduce greenhouse gas (GHG) emissions and adaptation. Likewise, the guidelines correspond to development policies, plans and actions related to climate change management and the fulfillment of internationally acquired commitments before the UN Framework Convention on Climate Change (UNFCCC) and the United Nations Framework Convention on Climate Change (UNFCCC). There are 5 Guidelines for the Integrated Management of Climate Change, approved through the Ministerial Resolution N° 090-2016-MINAMStrategic guideline of “Integrated Public Policies”; Strategic guideline of “Multi-sector and multi-level coordination”; Strategic guideline of “Financing“; Strategic guideline of “Decisions articulated with international processes”; and Strategic guideline of “Monitoring and Reporting”. Each guideline contains prioritized actions that will contribute to consolidate climate governance at the national and sub-national levels.

The “GestiónClima Initiative“, led by the Ministry of the Environment (Minam), has also been approved, which contributes to cross-cutting and integrated management of climate change for the sustainable development of the country. It should also be noted that the initiative is aligned with the fulfillment of international commitments and the approved guidelines.

ClimateManagement will be implemented gradually, within the framework of national policies, until it is fully institutionalized within the organization of the State and public management. To this end, a project called “Support for Climate Change Management“ has been launched, executed by Minam and financed by the cooperation of the Government of Switzerland, which will contribute to build, in its first phase, the management model for the implementation of GestiónClima.
